I find one way to be persuasive is to build relationships when you don't need anything. Most people only reach out to someone when they are looking for something. I'm much more likely to help a friend when everytime they ask me how I'm doing, it's not immediately followed by asking me for something! It relates to what you mentioned about asking about people's dogs.
